I had the same issue with the bottom step of my attic stairs (broken tread) and drilled horizontal holes for hardwood dowels.

Glued in the dowels and edge glued the tread with a wedged brace to the wall opposite the stair landing. It’s lasted 10 years of my sons running up and down the stairs to their gaming studio without breaking.
